Little has been written about Frank Moulton, only that he was the first Pennington County sheriff, but little else. After hours of investigation and research, Gary Overby has uncovered some interesting and humanizing history of Frank that will shed light on this pioneer lawman and help the public understand why he matters in interpreting our community and regional history.
Gary went into the Army immediately after graduating from Rapid City Central High School in 1971, trained as an infantryman at Fort Ord, CA, then served in Vietnam until 1972. Upon his return to the States, he served as a deputy US marshal being stationed in Sioux City, IA, Pierre, SD, Rapid City, SD and then to the USMS Office of Inspections (Internal Affairs) based out of San Bruno, CA.
After law enforcement, he spent his retirement as a Red Cross Volunteer and was a volunteer Math & Language Arts tutor.
Gary holds an Associate of Arts degree in Criminal Justice Studies from USD, a Bachelor of Science degree in Public Administration (PolSci) from BHSC, and a Master of Science degree in CJUS/Education from USD.
Turtle Soup is a weekly lunch and learn program with revolving topics ranging from Speakers covering a broad range of intriguing topics, from Indigenous Feminism to Deadwood Archaeology and beyond. Each presentation starts with lunch being served at 11:45 PM, followed by a presentation at 12 PM. The local non-profit Fork Real Café partners with The Journey Museum & Learning Center to provide two weekly varieties of soup including a vegetarian option. Immediately following the presentation, a discussion will be held regarding that topic.
